Current Responsibility

Catherine Lewis is a consulting actuary with the Seattle office of Milliman. She joined the firm in 2015.


Catherine is responsible for managing a variety of projects. Types of clients supported include:

  • Medicare Advantage plans, with a focus on Dual and Institutional Special Needs plans
  • State Medicaid agencies
  • Commercial health insurers
  • Health care providers

Her consulting assignments have included:

  • Preparation of Medicare Advantage bids for multiple organizations, including both standard actuarial functions and strategic support. This work has been completed on behalf of Institutional special needs plans (I SNPs), dual-eligible special needs plans (D-SNPs), and general enrollment plans
  • Calculation of capitation rates for multiple state Medicaid programs
  • Other state Medicaid program support in procurement, waiver development, and risk mitigation
  • Development of Medicaid capitation rates for the program for all-inclusive care for the elderly (PACE)
  • Evaluation of liabilities for several insurers as part of annual statutory financial submissions
  • Large group rate development
  • Mental Health Parity compliance testing
  • Evaluation of commercial shared savings arrangements between payers and providers

Prior to joining Milliman, Catherine spent seven years at Cambia Health Solutions, a company offering health insurance in four states, including Blue Cross Blue Shield subsidiaries. Main responsibilities at Cambia included forecasting and budget analysis, Medicare Advantage revenue accruals and bid support, Medicare Supplement pricing, and value-based provider contracting support.
