Darcy Allen

Darcy has over 40 years of experience in the health actuarial field. She came to Milliman from Keystone Health Plan East in Philadelphia, where she was director of actuarial services. Prior to that, she was with Blue Cross and Blue Shield of Rhode Island as director of statistical and actuarial analytical services.

Darcy advises HMOs, PPOs, Blue Cross and Blue Shield organizations, hospitals and other provider groups, insurance companies, and various government agencies on healthcare issues. She has extensive experience with Medicare. While at Keystone Health Plan East, she was responsible for the actuarial support of a Medicare risk program that grew by more than 80,000 members during her tenure. Darcy also has extensive experience working with the Centers for Medicare and Medicaid Services.
