Davis Burge is a principal and consulting actuary with Milliman’s Seattle Health Practice. He interned with Milliman in 2010, and then joined full time in 2011.
Experience
Davis’s experience has primarily focused on supporting Medicaid State Agencies, including Hawai’i, Idaho, Nevada, Utah, and Washington. His actuarial work includes Medicaid analyses, risk-adjusted capitation rates, cost-effectiveness documentation, and reports for Medicaid-managed care rate-settings. Recent projects include:
- Medicaid rate support for the behavioral health and retail pharmacy components of a fully integrated physical and behavioral health statewide program
- Medicaid rate support for dental capitation rates
- Actuarial, strategic, and risk adjustment support for a Medicaid risk sharing value-based purchasing program where the state contracts directly with provider organizations
- Actuarial support for Medicaid managed care capitation rate withholds, incentive payment evaluations, and program integrity monitoring and tracking
- Internal research using nationwide Medicaid datasets that will lead to potentially valuable benchmark information
