Alison Counihan
Alison Counihan is a consulting actuary with Milliman Dubai’s Health practice. She joined Milliman in August 2018.
Alison currently consults to a number of private and government entities across the Middle East. Alison has worked with health ministries and health insurance regulators across the region on a wide variety of projects, including establishing and reviewing benefit packages, implementation of value-based purchasing and reimbursement reform.
Experience
Alison has a wide range of experience in healthcare projects, including:
- Reserving and pricing for health insurers;
- Training for actuarial students;
- Developing and costing minimum benefit packages, taking into account value-based principles and affordability constraints;
- Implementing value-based healthcare; and
- Conducting reimbursement reform, including implementing DRG reimbursement, payment adjustments and incentive schemes for providers.
Alison has worked with regulators across the GCC region, including the UAE, Saudi Arabia, Oman and Qatar, and has also assisted on other global projects. Prior to relocating to the Middle East and joining Milliman, Alison was a Principal Consultant and Actuary with Alexander Forbes Health (Pty) Ltd. in South Africa. In that capacity she was responsible for signing off IAS19 and FAS106 post-employment healthcare valuations for both government entities and multinational corporations.
Alison served as the Scheme Actuary for a number of registered medical schemes and also fulfilled the role of Peer Review Actuary for other medical schemes. She was responsible for managing the team of actuarial analysts and specialists based in Johannesburg.
