Justin Harris is a senior actuarial manager with the Milwaukee office of Milliman. He joined the firm in 2010.
Justin has more than 10 years of health actuarial experience in pricing, financial reporting, strategic analysis, and regulatory analysis. His areas of expertise include Medicare Advantage, especially Part D plans, pharmacy, and general prescription drug market analytics.
Experience
Justin’s Medicare Advantage and pharmacy experience includes the following:
- In the Medicare Advantage market, Justin has assisted MAPDs and PDPs with strategic planning, settlement estimation, financial forecasting, and Medicare Advantage bid preparation, along with audit and desk review support.
- In the pharmacy space, Justin has worked with pharmaceutical companies, industry organizations, and insurance carriers with payment strategy, regulatory issues, and forecasting, with emphasis on the Medicare Part D benefit. Additionally, Justin has worked with pharmacy benefit managers in pricing, rebate strategy and modeling, and other various analyses.
- Justin is a key contributor to Milliman’s research efforts. He contributes to the review and development of various components of Milliman’s Medicare Part D suite of tools for bid preparation and the analytical review of claims experience, along with guiding research on the generic pipeline forecasting and PBM contracting in the Part D market.
In addition to Medicare Advantage and pharmacy work, Justin has worked with estimating reserves for statements of actuarial opinion, risk adjustment, and assisting state Medicaid agencies.
