David V. Williams
David Williams is a healthcare consultant in the Hartford office of Milliman. He joined the firm in 1999.
Experience
David has more than 27 years of experience in healthcare economics. His primary focus is on financial management, physician and hospital contracting and profiling, claims analysis, and data warehousing.
David currently runs the medical claims analytical functions in Hartford’s Milliman offices, including data analytics and management, provider contract analysis, hospital enterprise analysis, and employee benefits management for the State of Connecticut.
David started his career as the director of medical economics with Kaiser Permanente, managing pricing, underwriting, employer reporting, and other analytical functions of the Southern California and Northeast regions.
In 1994, David joined MedSpan Inc. as a director. MedSpan is a provider-sponsored managed care organization originating from the Hartford Health Care Corporation. David’s responsibilities included contracting, NCQA compliance, PHO relationship management, financial reporting and analysis, clinical guideline development, delegation oversight, and physician committee management. He managed 10 ACO Medicare-related risk-sharing relationships.
