Sarah Wunder is a senior consulting actuary with the Milwaukee office of Milliman. She joined the firm in June 2010.
Experience
Sarah has served many types of clients in her time with Milliman. She has assisted in performing actuarial work for Medicaid Advantage organizations, state government agencies, long-term care insurance organizations, and other healthcare clients.
Sarah has extensive experience working for public health care program clients, including the Minnesota Department of Human Services and the New Hampshire Department of Health and Human Services.
She has assisted clients on multiple Medicaid issues, including:
- Developing Medicaid managed care capitation rates
- Analyzing managed care encounter data for completeness and accuracy, including ongoing communication with health plans to uncover and solve submission issues
- Establishing strategy around program design, rate negotiations, and contracting
- Analyzing the impact of changes in payment arrangements on Medicaid managed care programs
- Supporting state waiver strategies through cost effectiveness and other related analyses
- Developing custom risk weights and risk scoring algorithms to calculate plan-specific risk scores
- Implementing risk adjustment models and other risk mitigation strategies in managed Medicaid programs
- Preparing analyses to respond to Medicaid MCO concerns and CMS questions regarding capitation rates
- Performing feasibility studies of various policy options designed to address financing of Long-Term Services and Supports in the United States for four states and at a nationwide level
