Libby Bunzli
Libby Bunzli is a senior healthcare consultant with Milliman. She has over nine years of experience in health and human services, ranging from direct service provision to government program administration, focused primarily on the intersection between healthcare and health-related social needs. Libby has deep expertise in Medicaid policy and programming, having led large-scale health system reform initiatives and value-based payment initiatives within a state Medicaid agency.
Libby brings a real world approach to support clients in designing and implementing innovative policy solutions with the necessary stakeholder buy-in and operational feasibility to be successful. While at Milliman, she has assisted clients with projects, including Certified Community Behavioral Health Clinic (CCBHC) initiatives, 1115 waiver demonstration renewals, and value-based payment programs.
Experience
Prior to joining Milliman in 2022, Libby worked for a state Medicaid agency, directing health system transformation and value-based payment initiatives and acting as an advisor to the Medicaid Director. In this capacity, she oversaw the state’s accountable care organization program and led planning efforts for smaller scale value-based payment initiatives related to CCBHC, PCMH transformation, pediatric quality improvement, and home- and community-based services. Libby also led the policy development and implementation of a housing support services benefit authorized by the state’s section 1115 demonstration and managed successful planning efforts for the coverage of doula services and community health worker services in Medicaid.
