David Byron

David has 18 years of experience working with payers, providers, and employers as a health actuary. His recent work includes:

• CMS/CMMI alternative payment models, including MSSP, ACO REACH, Primary Care First, CHART, AHEAD
• Engagement with multiple stakeholder groups such as states, health systems, ACOs, and payers
• Provider contracting and reimbursement
• ACO risk management and financial forecasting
• Value-based care

Prior to joining Milliman, David worked at a major employee-benefit consulting company where he advised large employers and evaluated the financial impacts associated with benefit design, budgeting, forecasting, and reserving.

David brings a payer-perspective from his experience working at a regional Blue Cross Blue Shield plan. His work supported one of the country’s largest and longest-running private payment reform initiatives, which still exists today. In addition, he managed the individual and small group market medical portfolio, including design, innovation, and pricing.
