Experience
Gwyn brings over 20 years of heath policy and payment strategy experience with expertise in helping state agencies use payment policy to achieve state healthcare service delivery system goals. She has worked on Medicaid payment system development and strategy across the healthcare continuum, with a focus on behavioral health and home and community-based services (HCBS). Her expertise includes:
- Strategic engagement of interested parties, including institutional and community-based providers, provider advisory groups and associations, consumer advocates, sister agencies, legislators and advocates·
- Cross-program home and community-based service payment rate strategy initiatives, including payment rate development and consideration of direct care workforce needs
- Behavioral health continuum service delivery strategy, including analysis of service gaps and the development and implementation of payment rate strategy across settings to support state policy goals.
- Payment rate strategy for health-related social needs, including recuperative care, housing supports, and nutrition services funded via groundbreaking Section 1115 Medicaid demonstration rates.
- Integration of payment strategy across Medicaid and child welfare-funded services
