The Washington State Health Care Authority (HCA) recently commissioned Milliman to perform an analysis of costs of several existing benefit plan designs when applied to a potential population to be included in a universal healthcare system. In this report, we present three benefit and cost-sharing scenarios for analysis, selected by the agency:
- A Medicaid-like benefit and zero-cost-sharing structure
- A cost-sharing structure modeled after the Public Employees Benefit Board, with classic health insurance benefits and cost sharing
- Cascade Care Silver plan standard benefits and cost sharing
