In July 2023, the U.S. Department of the Treasury, the Department of Labor, and the Department of Health and Human Services published proposed rule changes to short-term limited duration insurance, hospital or other fixed indemnity coverage, specific disease insurance, and taxation of fixed indemnity benefits. We developed a survey to gather information on carriers’ understanding of the potential impacts to the products as a result of these proposed changes. This report provides a summary of the survey responses from 48 carriers in the supplemental insurance market.
